Menteri Pan Wen-chung, Ph.D, (lahir di Yilan, Taiwan, 28 November 1962) menimban ilmu S3 bidang pendidikan di National Taiwan Normal University, pernah menjabat sebagai Kepala Biro Pendidikan dan Kepala Biro kebudayaan di wilayah Taipei County(sekarang menjadi New taipei City), Kepala Divisi K-12 Education Administration dan Kepala Sekretaris di Kementerian Pendidikan, Kurator di The National Institute for Compilation and Translation dan Wakil Presiden di National Academy for Educational Research, saat ini menjabat sebagai wakil walikota Taichung City, mulai dari tanggal 20 Mei 2016 akan menjabat sebagai Menteri Pendidikan. 潘文忠博士，台灣宜蘭縣人，國立台灣師範大學教育學博士，曾任台北縣海山國民小學教師，歷任台北縣教育局局長和文化局局長、教育部國教司司長和主任秘書、國立編譯館館長、國家教育研究院副院長及台中市副市長，自2016年5月20日起就任中華民國(台灣)教育部部長。

Tunghai University has been actively involved in the promotion of international cultural and academic exchanges. Tunghai has sister schools in all of the 5 major continents. The first public University founded after Taiwan’s economic boom in the 1980′s, National Chung Cheng University broke ground after the Executive Yuan passed the plan to build the university in 1986 in honor of the late president CHIANG Kai-Shek and to develop higher education in the Yun-lin, Chia-yi, and Tainan areas. It was officially founded on July 1, 1989 with Dr. LIN Ching-Jiang being the first president of the University. During the early stage of the University, five colleges were set up: the College of Humanities, the College of Sciences, the College of Social Sciences, the College of Engineering, and the College of Management. Pendidikan Tinggi di Taiwan Sistem Pendidikan   Dalam pendidikan tinggi, terdapat 163 institusi pendidikan di Taiwan dengan berbagai macam penelitian, pengajaran dan pendidikan teknik. Diantaranya, terdapat 112 universitas (45 universitas negeri) dan 51 college (9 college negeri) dengan 96 fokus pada pelatihan kejuruan.  Untuk sistem pendidikan umum, struktur pendidikan terdiri dari tahap pendidikan pada tingkat yang berbeda dengan total sekitar 22 tahun pendidikan formal.
